The phenomenon of terrorism signifies violence by disgruntled groups of people determined to achieve certain political goals which they find are not attainable by lawful means. This menace has lately assumed a global character and many countries including the U.S.A. are affected by it. Terrorism is actually an infantile attitude, a sign of immaturity, just as certain other movements indicate political senility. It is wrong, however, to believe that terrorists are born. Like Naxalites, radicals and reformers, they are creatures of certain unfavourable conditions and circumstances. These circumstances in turn are often the result of tectless government policies, prolonged delays in redressing political, economic and other grievances. Bitterly disappointed individuals or groups resort to violence in order to focus attention on their problems. Terrorism sprouts and flourishes where there is intense anger and resentment against the administration, the Government's lapses and postures of neglect towards certain discordant elements feed the unrest, and when this reaches a high level it bursts into terrorism. Terrorists generally belong to the lower middle-class but sometimes even to well placed families.
